Do you think Puerto Rican boxing has reached its biggest decline?

Even though Cotto just made it to the top 10, P.R boxers like Vasquez Jr, Calderon, and Juan Manuel Lopez have all lost recently. Kermit Cintron can't get big fights anymore and Carlos Quintana is way past his prime. Is this the worst year for Puerto Rican boxing? I have never seen any era which P.R boxing was in such a huge decline.
