The economy is how wealthy the country is - if the country doesn't export no goods and that means that the country won't be earning money but giving a tax break would push the country down, you don't know why most of the government rise the tax because the economy is growing down and with a high tax the country might be back on its feet. if the country has a very very high income then it will be good time for tax break.
